I used the "patch of tall grass" that cost 100 coins. Chop them down and a fair few times I got red petals (enough that I've made several batches of pink dye now!).
I was having trouble getting red pedals until I upgraded to the Valentine Edition. You will complete quests to get Valentine flowers. These flowers will give you seeds to make more flowers, white pedals, and red pedals. Otherwise the patches of tall grass sometimes yield red pedals; if you don't have any, you can buy them for 100 coins.
