I am at Level 99 and never spent a dime. You just keep playing, selling, tipping, etc. And eventually you earn gems and move up levels. Tips: have plenty of tables for customers and tips; tip and gift neighbors every day so they do the same for you; bake as much as possible so customers have something available to pay for; if your bakery is big, keep tables as close as possible to the door so customers can get in and out fast. My bakery is huge but I keep open tables near the door and don't let customers walk the length of my bakery to get a table. I do this by closing off most of the bakery, using the extra space for cute items and table settings that don't get used.
