Why when visiting neighbors, I receive coins and stars for some neighbors and only 2 stars for others?

It's just kind of a random thing. You get a little bonus from visiting neighbors which is either coins, experience, or coins and experience. I like to think of it as a small incentive to visit your neighbors.
