I just bought a ice cream maker and I have no money or gems and also no neighbors. Is there a cheat or something I can use?

No cheats will get you there. Just play the game. Make and serve as much food as possible. Make new neighbors by visiting other bakeries, leave tips and post a message on their board that you tipped. Ask them to add you as a neighbor by writing your ID in the post. When you post on someone's wall, scroll and look at their other messages. You will often see someone else who has posted their ID. Invite them to be neighbors and visit their bakery.
