Click on the Design button. When Tabs open across the bottom of the screen, click on the fourth tab from the left. Scroll through all the items until you see the reindeer. There should be a tiny number 1 in bottom corner of that reindeer, which indicates you have one that can be used. Click on that reindeer then click somewhere in your bakery to place the reindeer. Some reindeer require more room on the floor, so you may have to move other items around until there is room to fit the reindeer.
