Question for Bakery Story
Do I have to be the level for the expansion to buy the expansion? Can I be, for example, level 28 and buy the 16x19 (LVL 30) expansion?

Yes, but instead of purchasing it with coins you have to purchase the expansion with Gems. Go to the expansion spot in the store and next to the locked expansion pack it should show one that isn't locked and that costs a certain amount of gems.
