Because they don't get their food meaning that your bakery is probably out of food. Or it can happen that they cannot get to the cashier (it might be block by some object you put there)

What the clocks above their head mean is that you probably don't have any food out for them to eat, or nothing the costumers want. The clock means that they are waiting......try setting out some food, and see if the clocks start to disappear.
