I'm assuming your doing the goals.
You have to click on that goal icon and whereever you saw that information to obtain Eggs and sugar there is an "ask" icon. You click on that icon and your friends list should pop up automatically

Well.. I don't think you can "Ask" for them. I think all you can do is find them around Bakery Story. They can pop up anywhere. (Most places is when you tip ppl & when you start to cook something or when you serve something). I hope this answer helped (:
