Leveling up depends on you current level since higher levels require higher amount of point.

If you are just starting, then "kill" the training dummy then enter and exit a house or door to restore the dummy so you can hit it again. This will allow you to get to level 2. Note nearly all (non-quest) opponents and plants (for gathering potion ingredients, make sure you get 10 of each) are restored everytime this way.

Finish up the quests in the area and the mill. Then if it is after 6:00am (morning but not afternoon), use the Safety Ring to teleport to West Callingham (sp). Get to the house next to gate to East side. Enter. Try to trigger the ruffian to attack (reading your weapon while not getting too close can do it) from as far distance as you can and he will try to run under the stairs and get trapped by the table. If you have a ranged attack, then keep attacking. If you are a melee weapon user then keep the table between you and the ruffian and try attacking and backing off if he damages you. Eventually you can kill him (hard when at a low level). If you can't take his treasure then it means there is a second ruffian upstairs. Use the same trick by approaching the stairs from the side. Get all treasures, then exit then re-do until you get near afternoon then head off to the shops to upgrade your weapons and armor. You can keep re-doing this until you get to about level 19. Then go after the ruffians that come out at night using the same trick of entering and leaving that same house. Note there are bunch that can attack citizens and can gang up on you behind that same house.

Next area to level up is at the Thieves Den in the sewers under the city (they are on the West side of the sewers if you came up from the South). Depending on your level, you may want to run (trying to avoid triggering their attack) behind the table to your right to keep both opponents at their distance while you can hit them. This is the same trick as above. Back up if they are still hitting you with the table in the way. Only the 2 enemies in the first room are worth fighting (level 20 and 17 IIRC). Get treasure (poisons, for thieves, and gold) then exit and then re-enter to restore them. Do this until you get to level 24 or so. Finish buying up and upgrading your equipment (and the horses beyond the Northern exit) then get back to the Southern exit and get to the town and do all the quests to level up and get willow ingredients.

You may want to join the guilds after that and to their quests to get points. Make sure to enter the nearby lairs depending on the quest, but do not approach the crypt (Main quest called the Plan)) or the vampire in the Old Sewers (East side of the main sewers) for the first rat blood quest by the mage guild until all other quests are taken care of first.

At around level 30, fight the vampire in the old sewers and restore him by entering and exiting the crypt door (takes a little while to run and back and forth, but the vampire is a level 35 enemy which means lots of points and he drops loot of magic rings and runes).

In general be on the look out for enemies that are higher level than you currently are that are relatively close by any door that can be used to restore them after you kill and loot them. Big plusses is if there are any objects or terrain that can be used by you as a block and if the enemies drop any good loot.

Further note:

Another spot for further leveling is the dinosaur in the dark tunnel/swamplands. This is located a short distance from the Spider Queen lair entrance. The dinosaur is randomly from level 38 to 42. So you can use this to speed level after you are done with the vampire in the sewers. Unfortunately the dinosaur does not have much treasures like other "animal" encounters. Note that the "Swamplands" is one of those that is associated with a quest from the Red Rock (if I remember correctly) area so you might want to get that quest first (best to use a ship from Callingheim to get there, get all the quests, then use the safety ring to teleport back, then head out to the area), then bounce in and out of the rock tunnel entrance and repeatedly fight the dinosaur until bored or the level number for the dinosaur is green (red, then yellow, then green to show difficulty level) when encountering it or when you are about to examine the body.

There might be higher level areas where you can fight re-spawning enemies, but I have not gotten there yet.

Note that the only way to get to level 50 (and maybe higher) is to get as much experience points from combat first before getting points from quests. This has to be balanced that if you kill an enemy before you finish the quest associated with them, then you can't complete any further quests along that chain (this is very important for the main story line quests). So far the highest anyone has achieved with careful combat and quests leveling is level 50.

A good way to grind between level 24 and level 30 are the giants just next to the Western Lands/Redrock Bay area "mountain pass"/door that connects to North Callenheim overland area. The giants range in levels from 27 to 30. They drop reasonably large amounts of coins so they are also a good source of funds while leveling in this range while getting money for the good equipment at Cold Sands Keep.

If you want good armor do what I did when I wanted to buy he armor in the cold sands
I used the dark gnome lair with 5 footsoldiers and one Mage
Keep going in and out of the tunnel and kill every gnome and get the chests. Once you have enough money to buy all that armor you will have leveled up alot
If you r higher leveled then ice elementals are the best thing to fight they drop stackable gems and give lots of exp

If you're just starting out, as in you just spoke to Sir Roderick and stepped out of your house for the first time, here's a good plan you can follow. I'm not sure how well this works for other classes, though, since I only ever tried it with a mage.

Try to get to Taryn Ridge as quickly as possible. Fight only if absolutely necessary. Speak to Sufok the innkeeper to get the grey horse deed.

Take no quests. Summon a horse and try to reach Callaheim without incident. (There's a gnoll and a cutthroat along the way; avoid them for now.)

Once you reach Callaheim, go inside Darius' house and talk to him; you only need the XP reward from the quest you inadvertently took when you spoke to Sufok. If it isn't already 9 PM by the clock on the map, then wait for 9 PM. Then use the safety ring - you should have it by now - to get to the main street of West Callaheim.

By this hour the ruffians should be out in the back streets. There's one just outside the door of the weapons shop. Approach him, and when he starts chasing you, run to the nearest guard and let the guard finish the ruffian off. Do this to as many ruffians as you can. You won't get any experience out of it, but you get to loot the corpses for gold and other items. If you cannot use the loot - I couldn't; I was a mage - sell them for gold.

Do this as often as you need to until you save up to 1050 gold - that's right, 1050. That's very important. Once you make that number, go through the gate to East Callaheim, head for the harbor, and talk to the harbormaster. Pay the fare of 50 gold to go to Redrock Bay. When you get there and it's daytime, you'll find Arrik, a level-23 warrior mercenary, standing outside his house near the dock. Arrik will be inside his house if you get there by night. He'll ask for 1000 gold. Hire him, then use your safety ring to get back to West Callaheim.

There you have it. You're a level 3 or 4 mage or whatever your class is, and you have a level-23 mercenary. For the time being, go back to Taryn Ridge and start with the quests. Let Arrik do the fighting, until you're strong enough.

I believe the places you could go to grind and level up was covered by another post. Still, having a powerful, high-level mercenary should be a huge help.
