If you hit the spanner icon that is on the 'Menu' screen and then hit the question mark you will have access to a tutorial which will come in useful if you are struggling.

You will be able to get to the plunger that is situated at the top of the screen by falling off the bottom. Another way to get the plunger is to hit left and right as rapidly as possible so you fire yourself into the air.

Whenever you hit an octopus with the wrong-coloured paintball it will split into two pieces. Although in the tutorial it states this is something the player must avoid you can actually use it as a strategy to add more of a certain coloured paintball to the game board.
