As the vast majority of the Items, resources, services, and activities are level-based, and are not available to you until your character attains the required level.

Because of this many new players will arrive in the game at Level 1 and, even though they gain a few Levels, because of the gap from Level 1 to around Level 6 to 8, which is where the new stuff starts to turn up on the map, get the impression that the game is far less advanced than it should be.

As a result you often see new players quitting due to the false impression that there is very little to do!

The following lists should enlighten you to what gets unlocked and when -- which will help you plan your play in GTAO with knowledge before-hand!

Activity Level Unlocks

This table presents you with the Level Requirements to unlock new game play Events, Jobs, and Missions. The Level/Rank listed is the point at which the activity becomes available in your game and appears on the in-game map that is accessed via the Pause Menu. Once the activity is unlocked the player can then access it from that Level/Rank onward, so even though an activity may be a Rank/Level 1 Activity, it can be accessed by all Ranks/Levels above that Rank/Level.

Level 2	Stunt Jumps	Stunt Jumps can now be made for RP/XP in the game
Level 3	Hold Ups	Character can now rob shop keepers
Level 3	One-on-One Deathmatch	Event icon added to map and character can participate
Level 3	Shooting Range	Shooting Range now unlocked and character can participate
Level 5	Movies	Cinema activity now unlocked and available
Level 6	Arm Wrestling	Adds activity icon to map and unlocked for play
Level 6	Darts	Darts activity icon added to map and unlocked for play
Level 6	Golf	Golf activity icon added to map and unlocked for play
Level 6	Strip Club	Adds activity icon to map and Unlocks strippers for play
Level 6	Tennis	Tennis activity icon added to map and unlocked for play
Level 8	Vehicle Import/Export Missions	Simeon calls and Unlocks the Import/Export Missions
Level 10	Bounties	Unlocks the player Bounty system
Level 11	Parachuting	Unlocks Parachuting activity and adds icons to map
Level 15	Survivals	Unlocks Survival activities and adds icons to map
Level 18	Gang Attacks	Gang Attacks now unlocked and available

Game Resource Unlocks

This table presents you with the Level Requirements to unlock the game resources such as Shops, services, and the likes.

Yo I bought a plane that would require Pegasus delivery and still hasn't shown up in my contacts list.

That is the earliest you can unlock it but there may be other quests that are pre-req's for that.

You stated that Pegasus Delivery Service is unlocked at level 3, I'm level 9 now and I keep checking my phone and I still do not have it. Any specific missions I missed? Possible bug in my game and/or character? Please enlighten me if possible. Thanks!

You have to own a vehicle that requires delivery by Pegasus like a plane or helicopter in order to have them as a contact in your phone
