Unfortunately, he spots us and makes a run for it. Chase him with your car, but be warned that if he gets over 200m away you will only have 15 seconds to catch up to him. You just need to stay with him, don't shoot at his car or anything. Before long he calls in a police roadblock to stop the chase. You will be forced out of your car and required to take down the police blocking your way while Goodman makes a run for it.

you still can't let him get too far away - around 80m - so you may have to run past the police if you can't take them out in time. Goodman then heads onto the dam, where E-Man and Karen cut him off.

Goodman still won't give in, so you need to beat him up. Pummel him into submission and Jason will show him the pictures. Goodman really doesn't have a choice but to make the call we so desperately want him to make.
