E-Man Mission #1: Runner on the Run

"one of Vera's associates needs your help recovering something vital to his business."

This is the first real mission in the game. Vera is waiting to talk to frank, but wants you to prove yourself before agreeing to offer protection. We need to go and meet E-Man to get things started. E-Man got mugged by some skateboarders and they took his 'formula'. Follow E-Man until you come upon the skateboarders. The one with the formula, Little Joe, runs off and you have to give chase.

Follow him and E-Man through the streets. Before long, E-Man loses his stamina and you will have to carry on alone. At this point you will be introduced to the free-running aspect of gangstar vegas, which takes a lot of getting used to. Basically, you sprint at an object and the game decides whether you want to climb it, vault over it, etc. This means that if you want to just run down a tight gangway, the game will often make you jump off the edge of it. in this situation it's better to take it slow, following Little Joe over the buildings, through the streets and above the arch until he also runs out of energy.

At that point, you are free to beat him up until a cut scene plays. E-Man informs you that Vera is perhaps not the best person to help you with your frank issue, as she is hardly on speaking terms with him.

Finally, scroll to the Wheel icon and purchase yourself the Whiptail 426 Lvl. 1.
