Federal investigators have linked the attack in the previous job to gang warfare, meaning the army could effectively be drafted in, ousting the police and Alvarez. We need to get into the DICS headquarters and destroy the evidence. Head to the DICS HQ to get things started. Once there, the idea is to destroy the car belonging to the DICS inspector.

Note: It's a good idea to have a RPG handy for this mission, as it makes things considerably easier.

Once you've blown up the first car, you will be instructed to take out some more. After two or three others, you will be told to escape the scene and lose your wanted level. Collect police badges to do this in the easiest way and complete the mission.
