First, you have to get Swamp Battleguard. He's in Joey's "outnumbered" mission directly north of Ru-Ma-Pann. After you get him, in Kaiba's campain, on his "raid" mission with Swamp battleguard as your leader. Move the marshal along the edge of the mountains east of the river and southwest of Beyzon. After conversing with Swamp Battleguard, he joins you.

Insect queen is on the misson bandits again beetween buhr-tos and rott go south.
