I noticed that there is a few people that are really hard to get to join your crew.Like the janitor turns into a real person but he keeps saying I don't have enough rep for him to join my crew yet.I completed all my goals.got to the penthouse.and everybody else is in my crew.i have no enemies.i think he must have something to do with beating the whole game,as well as the other one or two people that you rarely see around.Does anyone know?
