You cn not really build anything but you can buy stuff. If you go into a district and look around you will see an cash machine right by the radio and click on it and you will see that you can buy stuff for your apartment,etc.

Answers for other questions:
No you can't tear down walls. If you want your player to stop doing something then you just press the B button and your action will become red and go away. To fall in love with someone you have to get to know them and then you can try your luck by giving them a kiss. If they dont reject you then you will see two hearts above you and the person you kissed.
