The answers to your questions are:
1: No the people can not have babies in this game.
2: Yes your pets can have babies. Just tell one of your pets to "offspring with..." and the two will go in the pet house, the curtain closes and mate..so to speak.
3: There is a pet points cheat...check in the "User submitted Cheats" on this site to check it out. Though there is still time for people to find the code for money. Just keep looking.
4: Pets in the game are dogs and cats. Though you can have a hamster thing and a gold fish, which you can buy either at the buy mode screen or from the pet emporium.
