Open sims Relations, Help needed

In the regular sims, not get a life, can your sims get married/Have kids? And if so how? Should I throw a party or something? I know you guys are sim experts, so am I, but I just need to know this.

Not in sims one but in sims two you can get married/havekids but you must have a good relationship with them.
