Do you mean the one on the cliffside, on the road towards Hyrule Field? If so, just as you enter Hyrule Field, there are two bomb-able rocks at the end of a rock ledge, destroy them and climb, grapple your way to the chest, it's worth it!

If you mean the one by the highest building in the village where the boy is keeping watch, take a Cucco up there , pause at the very edge of the building, and look. There are two boards protruding from the side of the building. Try to fly to the 2nd one and go from there. Or, as I did by sheer luck, fly to the farthest right point of the chest, and don't let go of the Cucco until you are actually on the ledge.
