If there's no target, then you can't move the staircase to that particular position. Go through the doors to get to other places; especially east and west to get the water running.

Upon entering the central room with the moving staircase, go forward, destroy the guard, then continue on and watch the scene. Now go down a floor using the stairs, make your way to the southern side of the circular room, jump off the ledge onto the lever to weigh it down and spin the stairs around. Climb up the stairs, make a left and follow the room to the pot where Ooccoo is, then head to the eastern end of the room, activate the lever, go down the stairs, turn right to find the Dungeon Map and go through the door...
