I took finally took a good picture of the guy mailing his letter, and now I need to take one of a person who flinches at everything, who is that and where is he/she? Thanks.

Good job, now for the second picture, go to the cafe (to get to it, go to the Shop of the guy who gave you your Sail - outside - and to the left of the Shop is a set of stairs, take them up to the cafe). There's a guy standing over in the corner by a table - he's the coward you need to scare. Roll into the wall or throw a pot at him to scare him, then snap a photo of him - quickly - good luck!
P.S. Third picture - up by the School is a girl in orange and you know that guy who walks around the Town and supposedly knows all of the short cuts, well, when he gets near her, he'll look at her, take the shot of them then!
He is in the cafe. Durring the day go in there and attack the wall. It will show Him flinch
In the cafe, there's the weird dude who's scared at any big sound. I got him to flinch by crashing some dishes and whipping out my camera. I've heard some people run into a wall and then take the pic. I suppose, too, that you could throw a bomb and he'd flinch at the explosion, although I don't know for sure.
If you don't know where the cafe is, just find the Outdoor Shop (Eskimo Guy's Shop) and go to the stairs on the side. Up these stairs is the cafe.
