Once you calm voloo don on dragon roost island.it says something about going into a cave around the back of the island.

Do you know where the two shrines are (one is broken)? Well from where you get of the dragon boat go through the small cave and onto the other side of the island. You should see the shrines. Get out your Wind Waker and the Wind God will appear and teach you the Wind's Requiem.
