If you fill all of those Brown Pedistals with Flowers (I suggest using Town Flowers, it doesn't matter which Flowers you use, so just go with the cheapest one) go talk to the man sitting on the bench by where you buy the Flowers (he has 3 Brown Pedestals around him) and he'll give you a Heart Piece for all of your hard work and Rupees spent!

Fill the town with Town Flowers. Talk to the man on the bench who's gazing out to sea. He'll give you a Heart Piece. Not too bad eh?
