You need to control a seagull with a Hyoi Pear. Fly the seagull right up to the top of the needle rock. There are a few of those evil birds hanging around. If you're a good shot with the bow, try to take some of them out before you take control of the seagull.
Anyway, a switch is on top of needle rock. Fly into it to activate it. The flames around the chest will disappear, although you have to be quick or they'll spring up again and you'll have to start over.
