The only game that includes both Light Arrows and Gannondorf is OoT.
You cannot beat Gannondorf without Light Arrows. After he is stunned from a game of Dead Man's Volley, you must shoot him with a Light Arrow and then attack him with your sword. Light Arrows are not needed to beat Gannon (Gannondorf's beast form).
