If you're talking about the mini-boss in the Water Temple, then the easiest way to beat him is with the Biggoron Sword, a side-quest which starts with the Cucco Lady at Kakariko Village.

Without the Biggoron Sword is very difficult. You can try using Din's Fire, but he moves out of range very quickly. Some walkthroughs say fighting on the island helps, as he doesn't defend as well. Try jumping to the side of him, then attacking; some attacks from an angle get through.
