I have to get in to Meltokio by using the sewers but the machines don't mak any garbage-blocks anymore.
What can I do ?

That usually means that you have to do something else before it works again or you've done everything that that specific trash compactor can do, for instance, the first one only needs to be used to stop the crate that you float in.
The second one will stop after it is put in the place where there is no web on the corner for you to get around.
Now you must go down to where it landed, pass over it, and get to the cage. There you must acomplish a task there.
After the task is compleated, go back to the trash compactor and it will show a new web that you can pass over, and Lloyd will say something like "that wasn't there before"
The trash compactor will work again untell the next block is in place, but not everyone of them is put in the place where there isnt a web.
