Get Giga Bowser. It's easy. You need a gamecube Action replay though.
I added the cheat in the SSBM Action replay codes section.
Oh yeah, if you mean Baby Bowser, it's not possible.

If you mean Baby Bowser then you can unlock the baby bowser trophie but that's about it!:( I wish you could play as him though.
