There probably is. There is an Action Replay code to get all of the Ultra Secret characters, like Waluigi, Wario, Master Hand, Crazy Hand, and Giga Bowser, so there probably is a code for him on GameShark, too.

You can play with Giga Bowser using AR, but you cannot unlock him. And beyond the cpu characters, there is no one else you can get only by using ar.
