Hey, I have 70 shines, and it won't let me into Corona Mountain. Why is it being mean to me? Am I supposed to chase Shadow Mario in all episode 7s, instead of get 70 shines? The town isn't flooded either (that's what I heard happens when you have 70 shines or chase Shadow Mario in all episode 7s.

It doesn't matter how many Shines you have...
What you you have to do is get the 7th Shine in all 7 Levels for Delfino Plaza to flood and get into Corona Mountain...
So I guess that's at least 49 Shines...
The 7th Shine is the one where you face Shadow Mario - the 7 Levels are: Bianca Hills, Ricco Harbor, Gelato Beach, Pinna Park, Noki Bay, Sirena Beach and Pianta Village!!!
You need 80 shines before you can enter Corona mountain. When you get 80 shines, the town will flood. Then you can enter Corona mountain.
