I beat this game. And I want to know if I can go back to the flood level once I leave it and come back.
The flood level is isle defino when it's flooded over.
so i wanted to know if i can go back in the flood.

Well, since you've beaten the game, Delfino Plaza will never be flooded again; however, that gate into Corona Mountain will now always be open - just get the Rocket Nozzle and Boost yourself over the Shine Gate to enter it again...
