On the 1st level of the one you have to look in the sky how do you beat that manta thing?

You mean the white, flat manta? First things first. I think you mean the manta in the pipe on a top roof. What you do is keep on spraying it.

It will become smaller and smaller and soon there will be little rays. Watch out for the goop and mini rays. After a while they will start going after you.

Make sure you have an abundant supply of coins. When all the rays are gone you'll get a shine!
(I haven't gotten this shine because of the difficulty of this episode, but I know that this is your answer 100%.)
