Question for Super Mario Sunshine

I've got like 62 Shine spires and all 3 hover nozzles but dark Mario hasn't appeared in ages, and I don't know wot to do?

Please help

Well have you bete level #7 in all the worlds...if so delfino plaza shold be flooded opening coronu mt. P.s. Level#7 you have to bete dark mario to get the shinesprite
