If you are talking about the cage kind of material that has coins under it that are being guarded by electric thingys, here's what you have to do:

Get on top of the strip and walk over to one of the electrifying things, so that you're standing on top of it or near it.

Then squirt it. It will get dizzy. Do a ker-plonk on it, and it will fall off.

So then get on the bottom of the strip so that you're hanging from it.

Now that there's nothing guarding the coins, you can get them.

Go to Episode 2. Head toward the cannon.

Get one of the purple Bullet Bills with the flashing red noses to chase you.

Lead it toward the basket.

It will blow up the basket and you can get the blue coin underneath.
