The warp stone guy gives it to you AFTER collecting the second krazoa. Release it in the krazoa palace and return to the warp stone. Or perhaps you mean that you haven't even got the 50 scarab bag. You can find that one after giving food to the hungry Snowhorn in SNOWHORN WASTES.
