You must use the ice breath on the dragons and then take the kites down.

on the first dragon, who's kite is stuck you have to ice-breath him but the others i have found you can use ice-breath but there are other ways to get on a higher ledge and glide over to them. xx

You earn ice breath, then you go back to the dojo and freeze the little kids, jump on top of them and walk up to the kite. The kids automatically thaw when you retreive the kite.
