He is in the Ice Realm after you rescue Spyro with Hunter.
Realm 3
Ice Citadel
Smash the First Dark Gem you see when you enter Spyro into Ice Citadel after being captured by Red's Moose.
You'll fall down to the elder. Talk to him and you can do Wall Kick now.
