If your chasing shocker and you just passed the place where you get the valve handle thing there's a second door.
Or try using the punch button.

If you are chasing Shocker, go to the other end of the room you are in.
There will be 1 door with a health in it and 1 door that the key goes to.
Inside is a switch that will unlock the locked door.
