Try getting the Lure Power-Ups. These can be found in various areas.
You must have gotten all four lure power-ups in Big's story mode.
The first one is behind Twinkle Park in Station Square. It's in the sewers.
The second one is in the Ice Cap Zone. You should find a huge Dinosaur fossil/skeleton. Make big go all the way to the bottom, it should be down there.
The third one is in the third cave in the Mystic Ruins.
The last one is in the Prison cell on the Egg Carrier.
With all four of these, you should start finding 1000g fish now.
