Yes, there IS such a thing. You got the name right, and everything. While they don't look EXACTLY like Chaos, they're close enough.
For pictures, simply search "Chaos Chao" on Google Images. For how to get one... Well, there used to be a Chao guide on this site, but it won't open. However, this site has the shortest and most succinct description:

It is possible first reincarnate a chao 3 times (it should go in a pink cacoon) then give it all 21 animals once only then it should b a chaos chao yay

My mistake you have to wait for it to bcome an adult until it's a chaos chao but reincarnate it 3 times and still give it all the animals before it's an adult ps don't give it any more animals until it's a chaos chao
