How can you make your chao smart and how to make chao were stuff?

To make your Chao smarter - take it to the Chao Kindergarten and let it learn a bunch of the Class Lessons. By learning the Lessons, your Chao will get smarter and this will allow it to wear stuff like Skulls, Jack-o-Lanterns and Wool Hats (from the Black Market)!

You have to give them drives and spend time whith them when they grow up thay will know what to do whith the items and will put item on head or berry a seed.

To make chao smarter is by giving them blue animals, and when I mean blue animals is when the border of the animal is blue. ( the pause screen when collecting animals in levels ). You can also bring them to school. Blue animals are rams, racoons, and skunks.
If you are talking about wool hats skulls and pumpkins then give the chao a skeleton dog, then the chao should want to wear the item.

Mushroom will increase your Chao's Intelligence a bit. And take it to Class a lot will help too.
Although, I'm not sure:
Chao Civic said that personality will either limit or boost the growth rate of Intelligence and Luck.
You need to give your Chao a skeleton dog to make it wear hats.
To get a Skeleton Dog easily:
1. Go to Pumpkin Hill
2. Go to Church Mountain, take the rocket to the right from where you started.
3. Just search around the Gravestone and you will find the skeleton dog.
