Question for Pokemon XD: Gale of Darkness

I beat Greevil about a day ago,now what do I do?And where am I suppose to face Cipher?

If you have all the shadow Pokemon, go to the top of the lighthouse in Gateon Port, Mirror B will be up there and he will have a shadow Dragonite for you to catch.
You never face Cipher, that is just the name of their group.

P.S. The Dragonite is not his only pokemon.

After I beat master greevil I have go to lighthouse but there is no Mirror B there is only oldman
