You evolve eevee with the Moon Shard when eevee's friendship with you is high. Its just like in the games when you train a eevee and it's friendship is high enough it will evolve into a umbreon at night, except now you have the use the Moon Shard to do it, I can't remember exactly but I believe that when eevee's friendship is high enough for it to evolve you will be able to use the moon Shard on eevee to evolve it or it will evolve on it's own cause you have the Moon Shard in your possession. I believe that it may be the first way.

If you have the moon shard in your possession and you battle with your Eevee and the friendship is high enough it will evolve on it's own. I know this because I usually use Umbreon or Jolteon hopes this helps XD

Actually I was stuck with an eevee being level 29 and still not evolved so I decided to check the thunderstone and yes you can evolve eevee yourself.
