Yes it is possible, the first time you battle him you won't have the snag machine but when you get to Cipher Key Lair, you will be able to battle Thug Zook there and there you will be able to catch Zangoose.

I recommend using a lvl 30 shadow Pokemon against it that has something like shadow rave because then you're hitting his normal Pokemon and the zangoose and shadow against shadow is weak so you wont kill it but you will lower it making it much easier
