When you go to gateon port and ride the robo kyogre to the island there is a guy with a boat. Why is he there and where does he take you.

The guy doesn't take you anywhere. The boat is Master Greevile's means of transportation, this is the only boat (other than the robo kyogre) that can get to the island.
He really doesn't serve any purpose.
He don't take you no were but if you talk 2 him hell ask a question idr what it is but answer yes and you get a battle cd
