You need to go to agate village or something like that. Then you go down a hill next to the Pokemon center and go forward and you should eneter a cave. If you keep going forward you will come out the cave an !!ta-da!! Your at the shrine.

Celebi's shrine is located in the Relic Forest on the lowest level of Agate Village.

It is located in Relic forest at the farthes part of the town
