The deep colloseum is the last area of the game which you fight the Cipher bosses again so that you have a chance to catch Sudowoodo, Entei, Suicune, and Raiko again. You get there after you do the last side-quests after the game.

You get the D-Disk after defeating Gonzap in the ruins of the Snagem hideout after you topple Evice. When he flees, he leaves the D-Disk behind. use the disk to steer the UFO downward to a corridor that will take you to Deep Colosseum.
