The windmill piece is at the construction site for the new colosseum that is being built. And to get Ho-oh, you have to get all the shadow Pokemon purified and beat all 100 trianers at Mt. Battle.

Yea what he said up there^^^^^^ it looks like a big cart wheel and it's in the top right corner of the construction site
