Alright, anytime your pokemon has a staus other than Confusion, Infactuation, or Fainted, you can use Full Heal to get rid of the status.
When you say an item held by a pokemon, if you mean an item like Twistedspoon, anytime you use a psychic attack, it automatically gets a 1.5x multiplier to the damage, and thats before the STAB (Stat Type Attack Bonus) bonus.
Other items like that are; Hard Rock, Softsand, Magnet, Charcoal, Miracle Seed, Mystic Water, Blackbelt, Blackglasses, ect.
Oh and don't worry about asking "stupid" questions, that's what we're here for.
Full Heal alleviates sleep, paralysis, poison, burn, or hoarfrost.
And if the item held by the Pokmon is intended for use whilst held, the Pokmon will use it on its own at an appropriate time or as described in the item's description.
In any other case, if it's not intended for use whilst held, you can place it in the Bag by selecting the Pokmon, selecting Item, and then selecting Take.
Full Heal simply heals your Pokemon of something (Sleep, Poison, etc.). It DOES NOT give you back life. That's Full Restore you're wanting.
If the Pokemon is holding a Berry or something that works with it (raises ATK of a certain move, restores a little health, etc.) it will use it automatically. If, however, your Pokemon holds something artificial (Pokeball, Potion, etc.), it will simply hold it until you take it away. Good thing to do when you need to save your things.
